As long as you are a minor you can not decide legally where to live.
A parent is the biological or legally adoptive mother or father. If you have lost custody of your child you are still the child's parent in that sense. If you have allowed your child to be legally adopted you may not be in their life but you are still their parent in that sense. In a legal sense you can no longer make any decisions for the child and have no parental rights.
It depends on what kind of custody arrangements you have. If you have joint legal custody, you both have to decide together what is best for the children. If you do not want the child to have a tattoo, the non-custodial parent should not allow the child to have it done and you can file contempt charges if they do.
If both parents live in Mexico and international law isn't involved, the child can make a declaration at any age, however until they reach legal age (18 in Mexico), the courts will ultimately decide what is in the best interests of the child and award custody based on the same.
It is not a crime because the parent is the legal guardian (usually) and has the right to decide what is right for their child.

Yes, since the child will be under 16 years old, the child cannot legally decide by themselves that they will not go there. (Assuming that the parent is the child's legal guardian).

If the child is a legal citizen they go to the closest legal relative, if there is no one to take the child they go into foster care. If the child is not a legal citizen they will be deported with the parent. If the child is a legal citizen and they aren't registered in school they can be deported with the parent as well.
Only as long as their legal custodial parent or guardian agrees.
