Not unless you have permission. You are not an adult in any state at age 17. The age of majority is normally 18, with a few exceptions being older. You can be charged as an adult in criminal cases if the prosecutor determines it is the best course.

How does Sailor Jupiter live by herself in her apartment?

It's revealed that Makoto Kino/Lita/Sailor Jupiter's parents died in a plane crash at some point during her youth in the manga, but Makoto never goes into detail about what happened to her parents or why she lives alone in the anime. It is assumed that her parents had either life insurance or left Makoto with some sort of inheritance, or both, which allows Makoto to live on her own. Typically, Japanese junior high students aren't permitted to have a job while they're in school, but exceptions can be made, and it is possible that Makoto has or does support herself with some sort of part-time job. However, because of her school and duties as a Sailor Senshi [Scout], this seems unlikely. It is also frequently assumed by fans that this is because Makoto's parents had no living or able relatives that could take Makoto in. Her apartment is rarely shown, but when it is (toward the end of the fourth arc, during the "Exam Battle" Specials), it is frequently depicted as a small, one-bedroom apartment filled with lots of plants and ample space in the kitchen for cooking.
