At the end of Halloween 4 why does Jamie kill that lady because she is not the killer in Halloween 5 or any other sequel?

Her step mother didn't die, she was just injured. The reason Jamie stabbed her is because when she held Michael's hand after Rachel hit him with the car, somehow he gained some influence over her or his evil rubbed off on her. It also established the telepathic link she and Michael share in Halloween 5. In Halloween 5 Jamie is under the care of Dr Loomis who has spent a year trying to get Michael's rage out of her.
They might have intended for her to be another killer but chickened out and came up with the evil/rage explanation instead.
