Not in and of itself, however is the parent has a disability that prevents them from being able to care for the child, than it becomes an issue of safety.
Cps called and made threats. The mother left the state to live with a family member because of that two days after the threat was made. Does cps have authority in another state if they cannot find the mother?? Depends on a few additonal factors like was/is she the custodial parent? Is she running from a criminal charge as well? Does she have a prior judgment giving her sole custody? And then ~ which state did she leave?
because they hadn't had a growing child in there home
You will more than likely have Children's Services called on you and there will be an investigation. You could have your children removed from your home or you could be accused of child endangerment.
you cant. but you can leave the baby home alone and childservices will come and take it away .... but then you wont be able to adopt a child.
Your child should be over 20 years to remove the child from home in Virgina. ADDED: The legal age of emancipation is Virginia is 18 years.

Potentially. If the proper authorities find reason to believe that the child is at risk of obtaining drugs illegally, or that the child is also at risk of an overdose, the authorities can remove the child from the home for "Child Neglect".

Not unless this bad thing that one of the parents have done is recent and was indangering the child.
A foster home.
If the child always gets behind in school and do not get any support at home there is a reason to be concerned. A family have to fulfill a child's needs and if not they can remove the child but for just not doing homework is not the case. Usually there are other things that does not work as well.I hope there isn't a parent who tried to scare their kid into doing their homework by saying the CPS will come and take them. CPS is not there to act as the boogeyman because the parenting skills are lacking.
Generally no. However, in cases of the emotional abuse of a child, the authorities might remove the child from that home.
