By refusing to turn the child over for a court ordered visit the mother would be held in contempt and can lose custody completely or even be jailed. If this is the situation, the mother can do her child no good from jail.

She needs to talk to an attorney, women's shelter or the DA's office. if there are any prior assaults on record (911 calls or hospital/ER visit) bring the records. She may need to take the child to an agreed public place for drop off and get a restraining order against the father. Unfortunately a restraining order is just a piece of paper if the father really means to hurt her.

If the child has ever been physically abused or neglected while in the fathers care she will need documentation of this as well. Most judges and/or the police do not take the mothers word in a case like this. She may need to have a witness observe the child for bruises or other mistreatment before going to the father and immediately again on being returned. This is only of value if the witness is available when the child is returned before s/he is alone with the mother. Crazy and horrible as this seems, plenty of parents have harmed a child and blamed the injury on the other.

Best of luck I can't think of too many worse situations then having the courts order a parent to leave her child with an abusive person or face jail and custody loss.
