After some reading, I've determined that unless it is a foster care situation and the children are not related, there is no law stating that siblings of the opposite sex can not share a room.

In fact, it appears that they can share a room indefinitely, unless they don't want to.

I am not an expert on this at all, just a regular person researching the topic.
