I don't think you can catch Pokemon from Johto in Pokemon Diamond or Pearl, but I do know they are coming out with a remake of Pokemon Silver, Gold, and Crystal. It is for the DS so you will have to trade between someone with a Silver, Gold, or Crystal version to your Diamond and Pearl game.

You can not catch mewtwo in the wild on pokemon diamond, you can only get it by trading with someone on the GTS or someone you know. The other way is by pal parking the pokemon from fire red or leaf green to your game.
