Before a bill can become law, it must be passed in identical forms by both the Upper House (the appointed Senate), and the Lower House (the elected House of Commons), before it is presented for the Royal Assent (the consent of the Crown, provided by the Governor General as a representative of the Queen).

If a bill is defeated by the Senate, it is dropped entirely, and cannot be reintroduced except through the prorogation of that session of Parliament by the Governor General on the advice of the prime minister.
