I don't think you can get them for free but try "Warner Brothers" or "Harry Potter Official Merchandise" who should have some.
The only place I know is on harrypotter.com. Find the Harry Potter store, it will be under school supplies. The quill there dispenses its own ink. :)
Umbridge doesn't cut into harry's hand. she makes him use an enchanted quill which when you write with it it cuts into your hand
