yes. the only requirements for making a Pokemon egg are: 1. you need a boy and a girl Pokemon in the same egg group. 2.the Pokemon you want must be the girl. 3. it cannot be a legendary. (this does include rotom, but not lucario) 4. pre-evolutions cannot breed.
note: requirments 1 and 2 can be ignored if one Pokemon is a ditto.
