actually you can. both Pokemon heartgold and soulsilver include almost all of the legendary Pokemon, so the answer this person gave is not correct. For example after you beat the elite four the three legendary bird Pokemon will appear in three locations. You can also get lugia and ho-oh in each version but one will be stronger then the other depending on what version you have.

same way you catch any other shiny pokemon. what i suggest is that you use the matsuda method with hatching eggs (seeing as how abra is a pain to catch in the first place). this may take a while but you should get it eventually.
