I doubt 3G will be free on PlayStation Vita, however you can use WiFi on it free of charge (besides paying for the WiFi bill as you already do). No it is not free you need to have an ATT internet contract. The 3G model is $300 and the WiFi Model is $250 both still require purchase of internet service and the 3G is exclusive to ATT.
