(different person) What I would do is wait until heart gold comes out and then ask to get that. P.S you cant get Ho-Oh unless you trade (no migrating)(different person) To get Arceus go to Pal Park and press L+R and, I'm not promosing but it worked for me, and you'll get into a battle and it will be arceus. Hope I helped! (if your not very good at catching I recomend you defeat palkia and keep the master ball and catch it!)
P.S. It will be either level 50+ or 20, that's what happened to me.

∙ 14y agoAs far as I know, you can't get it. BUT, there are 2 other ways!! 1. Trade it over from fire red/leaf green. 2. Get it in the upcoming games Heartgold and Soulsilver. Thoes are the only ways I know.
