Some people grow uncommonly sharp teeth when they get their adult teeth. These teeth aren't always incisors like vampire fangs but the teeth further back. This comes from genes from the ancestors of hunter gatherer tribes of ancient times. Those people ate mostly meat which required sharp teeth to chew because it was tough. Unlike modern days where we have ways of making meat more tender and easier to chew. As a result of evolution and passing the DNA from generation to generation some people have inherited the genes that cause sharper teeth to grow. It's is much similar as to why some people can hear better than others. It's genetics.

If you're asking if people grow fangs like vampires in the movies then the answer is no. However some people pay dentists to have sharp caps put on their incisors so that they can make their existing teeth more like real fangs but those are not natural fangs.
