No. You are responsible for him until he is 18 regardless of bad behavior. You are the parents so you have to teach him to behave. The CPS will only accept to put him in foster care if the place he lives in is dangerous for him. And there is already not enough foster families for the children who really need new families and he could end up in a group home instead. If he has a drug problem there is care. There is no magical solution when it comes to kids behaving badly - you parent them. If you kick a child out, which he is, you would be charged with child abandonment. Have him tested for ADHD or something else if that is suspected but a 14yo is not incorrigible.
