No you can not. A Very few items can be file shared and the most common are games for the PSP and PS Vita. Those are not a transfer as you retain your copy.
Downloads are usable on a console for all accounts for many PlayStation Store purchases, but some are only available to the original purchaser.
An example is all Playstation Home purchases from the Playstation Store can only be used by the account that made the purchase and they are not available to download multiple times from the download history.
