The conscience makes cowards of us all simply because we think about what may happen due of our actions, hence we are scared to face what may come after death since all man is scared of the unknown.
The context demands that Hamlet is using conscience in the French sense of "consciousness" ,"awareness". It is the anticipation of death - or of its possible sequel in an afterlife that Christianity would have us believe highly unpleasant for those committing the sin of suicide - that makes us shy away from this "consummation devoutly to be wished".
"...the dread of something after death,The undiscovered country from whose bournNo traveler returns, puzzles the willAnd makes us rather bear those ills we haveThan fly to others that we know not of?Thus conscience does make cowards of us all..."-- Hamlet (III, i, 80 - 85)Consciousness ultimately leads to the knowledge that we are going to die, and there's nothing we can do about it.Nonetheless, consciousness also makes us human. It gives us self control and allows us to gain more 'enlightenment' from our lives, however brief.
When faced with a decision, our conscience guides us to think about the obligations we have to that choice and our principles.
God gave every person a conscience, and it is up to us, to want to follow that which will bring us peace and happiness. When a person avoids listening to the conscience, fear, anger, resentment, even illness result, but the good news is, we can always, once again listen and do those things which we know we should do, and avoid things not good for us or others, and let it be healed.

This is from Hamlet's "To be or not to be" speech. Thus conscience does make cowards of us all; And thus the native hue of resolution Is sicklied o'er with the pale cast of thought; And enterprises of great pith and moment, With this regard, their currents turn awry, And lose the name of action. This could be rephrased a bit: That's how conscience makes cowards of us all And how our strong resolve Fades as we think about the consequences It's how monumentally important plans Being closely examined, are derailed And don't actually ever happen.
According to Hamlet, the fear of death makes all of us cowards.
we don't need a conscience to make us feel guilty. we have our mothers for that.

God is without conscience. He made us with one because we are sinful. God does not sin and doesn't have the potential to sin. God doesn't have a conscience because he doesn't sin so he doesn't feel guilt. Our conscience is what make us feel guilty about something we did bad. Hope that helps you out.

Peer pressure is one.
I believe so, your conscience is always there to protect you and have an opinion on things..Sometimes we over think and the conscience can be our worst enemy. Other times it's there to guide us and make what to our mind is our final decision.. My conscience is always talking to me, it can get annoying at times, especially when not needed...
