Yes. In the lore of the Halloween film series Michael is always considered to be a man without conscience, not a supernatural force, so a person could do enough weight training to be as strong as him. However, by the end of each new installment of the film series, Michael receives enough damage to kill or incapacate ANY human. Then, at the beginning of the next film he is wholly intact and ready to kill (For example in one film he is blinded, in the next he can see). This is physically impossible.

So, could you be as strong as Michael Myers? Yes.
