Detective John Munch (Richard Belzer) had made a number of appearances while a regular on the series, 'Homicide, Life on the Street', set in Baltimore in crossover episodes with original Law and Order series. Once the 'Homicide' series came to an end, the story line was that Munch had retired from the Baltimore PD, took his pension, and moved to New York to join the Special Victims Unit. He took a promotional exam and was given a promotion to Detective Sergeant. Because of his promotion, he took Captain Cragen's job during the Captain's brief absence but returned to his post with the detectives. Since Detective Munch was in the original SVU episodes, it's safe to say that he didn't replace another character.
Richard Belzer's character, John Munch, has appeared in all episodes to date for season 13 (2011-2012). I do hope he will stay with the series for it's duration, he's always been one of my favorites on the show.
Although he doesn't always look like it, Richard Belzer is still alive. He has been playing Detective John Munch since 1993 and makes anintermittent appearance on the remaining Law and Order series SVU. Given Richard Belzer's style of humor (he's also a stand-up comic), he probably enjoys very much that people think he is dead.
Yes; Christopher Meloni is not returning for SVU season 13.
