The answer was never revealed in the movie. Those on the Halloween Wikia say "yes", but in the film itself Michael's knife stroke is not clearly shown. (Actually, screen shots show the knife going into her arm, not her chest.) He could have stabbed her in the heart or the shoulder. Also, as she is carried away on the stretcher she could either be dead or unconscious. However, actress Wendy Kaplan's contract did involve appearing in a sequel, but then Halloween 5 did poorly at the box office and Halloween 6 became tied up in legal issues for six years. Because of her contract and the actual ambiguity of her character's fate in the movie, I would say NO, Tina did not die.
