Not entirely. Many northern states passed laws for gradual emancipation. Some of these made young slaves free when they reached the age of eighteen - but anybody who was over eighteen when the law was passed remained a slave for life. Usually when they passed these laws, they also passed other laws seeking to restrict free blacks, even from living within the state, such as Illinois. There were still a handful of slaves in New Jersey in 1865 when the Civil War ended, who were freed by the Reconstruction Amendments. See the link below for excellent information.
