We can speculate that the hyenas that killed Scar died from the flames that covered Pride Rock, but there were some hyenas seen fleeing from Pride Rock during the fight, and those are the ones that survived. But, Nuka in The Lion King II: Simba's Pridementioned that "the hyenas ran off" so it's possible that some, if not all, of the hyenas survived.

Not really. A dystopia is a fictional work in which the condition of life is extremely bad because of deprivation or oppression or terror. The only event in The Lion King that applies to the term is when Scar and the hyenas take over the Pridelands, and a drought and famine is mentioned by Nala to have occurred there during their reign. However, not so much of it is seen until the end, and it is resolved when Simba and the Pridelanders defeat Scar and the hyenas. Therefore, The Lion King is not a complete dystopia.

Scar would win, because Ben can only be an alien for about 15 minutes. Scar is sometimes likely to escape real dangers, except at the end of The Lion King where he got eaten by the Hyenas. Scar would jump on Cannon Bolt and probably try to do the easy killing neck bite. Then Cannon Bolt would roll to get Scar off and do a very fast roll but he misses. Then Ben's time runs out and he is not Cannon Bolt anymore. Then Scar would jump on Ben and then do the easy killing neck bite again. And then Scar walks off victoriously.
In the end, at the Pride Lands, Simba sees Scar hit Sarabi and confronts him, but Scar taunts Simba over his "part" in Mufasa's death. However, when Scar pushes Simba to the edge of Pride Rock, he reveals that he killed Mufasa. Enraged, Simba roars back up and forces Scar to reveal the truth to the pride. Timon, Pumbaa, Rafiki, Zazu, and the lionesses fend off the hyenas while Scar, attempting to escape, is cornered by Simba at the top of Pride Rock. Scar begs Simba for mercy, saying he is family and placing the blame on the hyenas. Simba says he does not believe Scar anymore but spares his life and commands him to forever leave the Pride Lands. Scar meekly walks past him, but then attacks his nephew. After a fierce fight, Simba throws his uncle off Pride Rock. Scar survives the fall, but is attacked and eaten alive by the hyenas, who overheard his attempt to betray them. With Scar and the hyenas gone, Simba ascends to the top of Pride Rock and takes over the kingdom as the rain falls again. Sometime later, with Pride Rock restored to its former glory, Simba looks down happily at his kingdom with Nala, Timon, and Pumbaa by his side; Rafiki presents Simba and Nala's newborn cub to the inhabitants of the Pride Lands, and the "circle of life" continues.
