It all depends in which State or Province you officially reside. In order to get an Enhanced Driver's Licence, you must be permanently residing in one of the Canadian Provinces which offer the program and hold a valid Driver's licence of that Province. To summarize, if you live in the US and have no residence in Canada: You cannot have a Canadian Enhanced Licence.

If you plan on driving while in Canada and do not have a Canadian driving licence you may be required to get an international licence depending where you are from and/or how long you will be in Canada.

"Licence" is the spelling common to Commonwealth countries (Canada, United Kingdom, South Africa, Zimbabwe, etc.". "License" is the spelling used in the United States of America (and may be used in Canada, as well).
A Canadian citizen can spend any amount of time outside Canada without losing Canadian citizenship, but a Landed Immigrant will lose that status if he or she spends more than 6 months outside of Canada.
