Video tapes do not run out of the tape inside them because the tape simply stops and reverses back to start as the media content progresses. Each movie has a known length and is therefore recorded on a tape that can accommodate that length.

When I bought an 8-track player for my '79 Jeep CJ7, some of my friends made fun of me because they were all getting cassette players for their cars. Loved that Jeep. Loved that 8-track cranking out Jessi Coulter, Waylon Jennings and Willie Nelson. It was the cassette tape that replaced the 8-track, and cassettes had a good long run until the CD took over.
Probably dirty components in the VCR drive train. If you can buy or borrow a VCR cleaning tape, run this through the machine a few times. If that's not enough, you need to have the machine cleaned by a professional.
Most audio and visual recording tapes, such as those that are found in video cassettes and audio tapes, are not generally toxic. All that the tape contains is a plastic/polymer embedded with a metallic substance that aligns with magnetic fields and stays that way after the magnetic field has passed. The reading device can interpret this alignment of particles and translate it into an audio/visual output signal. This is also why if you run a magnet over the tape, it will be degaussed (erased).
Standard tape measures run anywhere from 10 feet to 35 feet long. However, tape measures come in a variety of sizes. There are measuring tapes as long as 300 feet available at home improvement stores such as The Home Depot.
Compared to what? The only real advantage that VHS tape had as compared to something like CDs or DVDs was length. You could buy tapes that would run for 10 hours without being changed. But today, you would be hard pressed to buy even a standard-length (6-hour) VHS tape.

Tapes are much cheapers for price per gigabyte of storage. They are more durable than a hard drive and can be dropped without sustaining very much if any loss of data. Also should one fill an external hard drive they then have to free up more space or buy an new expensive external hard drive. Tapes on the other hand are cheap, so should you run out of space you could easily purchase another tape. external hard drives have the advantage of being more compatible with other computers. Using tapes would require every system you want to utilize the data from as a tape drive installed.

I would verify that there is not a tape in the unit already. In some units, the tape drops nearly out of sight when inserted, so it may not be obvious. If there is a tape inside and there are no other indications, such as the tape icon on the display, then you are looking at removal of the unit for repair. If there is no tape inside, then more details would be needed... 1) When attempting to insert the tape, does it run into a physical stop or is it that the machine doesn't pull it in all the way when it is inserted. 2) When did it stop working? Under what conditions did if fail? 3) Does the rest of radio/cassette/(CD?) work normally?
Since this is a VCR question, it all has to do with the speed the tape runs through the VCR. The faster the tape, the higher the quality of the video you're recording because the recorder is able to put more picture information on the tape. SP, or standard speed will allow a VHS tape to record for a period of 2 hours and will provide the highest quality picture. EP (which has for the most part, been dropped by the manufacturers) would record for four hours and LP, which is the slowest speed, will record for six hours, but with degraded video. This is of course, based on the standard VHS cassette. They do make an 8 hour tape, which will run at approximately 2 hrs and 40 minutes at SP, 5 hours and 40 minutes at EP, and eight hours at lp. Most stores don't carry the T-160 tapes and they are a bit more expensive. Most VCR's manufactured today will still play an EP recorded tape, but cannot record at that speed.
