no, i got it when i learned rock smash and the other one that moves rocks and you should get 1 master balls or 5-10 ultra balls and make it so dialga's hp is in orange or red but don't make it faint.

you only need dialga in your team but you can if you want when i beat the elite four i had a alakazam staraptor empoleon dialga gengar and rapidash and i beat it in no time at all You don't have to have a dialga in your team. you can go and beat the elite four with no legendary Pokemon at all. i went and beat them without a legendary easily. but i had a level 70 or higher fearow. you don't need one of those either.
