When Bond returns to the MI6, he says to Eve: "It was only four ribs. Some of the less vital organs. Nothing major." Since there's no other bullet wound evidence outside of Patrice's shoulder shot, the possibility that he may have been wearing a bulletproof vest seems plausible enough. His other injuries would be enough proof to suggest that the bullet was stopped by a bulletproof vest, leaving said injuries from the force of the bullet being stopped by the Kevlar. The force of the shot also would've been enough to knock Bond off the train into the river below.
I am wearing a light blue warm jacket this winter. I am wearing it because everyone should have a warm coat to be prepared for the cold winter to come.

No. Ideas are ideas, nothing more. In a war zone, wearing a bulletproof vest would be a good idea though.
Absolutely. You should be perfectly safe if you walk into a war zone wearing nothing but plexiglass.
Absolutely. Forget what you see in movies & on TV. A bulletproof vest may prevent a projectile from puncturing your body, but it will still feel like you have been hit with a sledge hammer. There will be bruising, bleeding and possibly broken bones (ribs/sternum) if one is shot while wearing a bulletproof vest.
Providing you are not wearing it while committing a criminal act ... yes !!!
Most state will consider a felon wearing a bulletproof vest as a felony--almost as bad as if the felon had been caught with a firearm.
I think the question you are wanting to ask is "Can felons wear bulletproof vests?" a felony (plural felonies) is "A grave crime, such as murder, rape, or burglary, that is punishable by death or imprisonment in a state or federal facility." as such, felonies are incapable of wearing a bulletproof vest as they have no physical body. That being said, the answer to your question will vary by state.
because the chicken was wearing it.
Under Federal Law any felon CANNOT purchase, own, or sell any personal Body Armor including bulletproof vests. Under North Carolina Code and person caught committing a felony while wearing or in immediate possession of a Bulletproof vest is subject to enhanced sentencing.
