Does Jason kill everyone he sees?

Jason has a body count of around 154 people, but it can get confusing on whether or not he 'actually' killed them, or if he was the entity of possession that caused the person to murder etc..

He didn't actually kill anyone in the first Friday the 13th either, since he was a child/deceased child in that movie. It was his mother doing the murders.

"10 in the first one"

Although ten people die in the first Friday 13th film, Jason kills none of them as he does not feature properly until part 2. Mrs Vorhees kills nine people in the originally film and is then killed herself, bringing the total to ten.

In Part 2, Jason appears as the antagonist for the first time. He kills nine people (or possibly ten if you count Paul, most fans can't agree about this) and then Ginny 'kills' him at the end so that's another death count of 10 for the second movie.
