Jason has a body count of around 154 people, but it can get confusing on whether or not he 'actually' killed them, or if he was the entity of possession that caused the person to murder etc..
He didn't actually kill anyone in the first Friday the 13th either, since he was a child/deceased child in that movie. It was his mother doing the murders.

At the begging of Freddy vs Jason, Freddy is not powerful enough to actually kill anyone. He decides to wake Jason up and have him go to Elm Street to kill a few people so everyone would start to wonder and question if it was Freddy that killed the kids on Elm Street. If people started questioning it they would all begin to talk about it and start to fear Freddy again which would give him the power he needs to kill again. Once Freddy is finally able to kill again he relizes that Jason is hogging up all the kills and Freddy doesn't want competition. The only solution is for Freddy to kill Jason and that is why they fight.
