The Administration will set up panels that will review what can be covered and what will not be covered under the new health care plans. This will require limiting care to certain groups of people. A rating referred to as "quality of life" will be assigned for each age group and condition. Once you go into a group that will have too low of a quality of life, verses the projected cost of the procedure in question, it will not be covered. For example, a 90 year old man with terminal cancer would probably not be eligible to receive a new heart. Hospitals and private insurance have similar groups and policies in place today. The shift that bothers Rush Limbaugh is that up till now, you had the ability to go elsewhere for a second opinion and it was not the Government deciding that you could try living or not.
