Tobi never says 'I am a good boy'. Tobi speaks in third person, referring to himself by his name. To my knowledge, Tobi has only once said the exact words 'Tobi is a good boy'. It was when Sasori had died, and Tobi had taken his ring. He was throwing it up and down, and didn't catch it one time. Zetsu told him to hurry up, and Tobi responded with 'Coming, Zetsu-san! Tobi is a good boy!'.

It wasn't in the manga and/or anime.
he does say it once. he says it after Sasori died and he took his ring. he tossed it up and down a few times a missed it once. when Zetsu told him to hurry up, Tobi responded with "Comming, Zetsu-san! Tobi is a good boy!" in the Japanese original, and "Comming Mr. Zetsu! Tobi's a goob boy!" in the English dub.
