Yes, it does in fact. West of the Cascade Mountains ( The largest mountain chain of washington), it is very dry, and some areas even have deserts.

There are no true deserts in Washinton state. There are areas of semi arid grasslands that the locals call desert. These receive, on average, more rainfall per year than a true desert.
