No they cannot. Whales need to have water to live in. But there were whale-like creatures that lived long ago in the deserts. The climate was probably very different then. Those creatures could use their fin-legs to move through water and on land. They also had small and not so strong tails. After a long time, the prehistoric whale-creatures began spending more time in the water and adapted when their legs grew into fins and their tails got more powerful and larger. Now today whales rely on their tails to mostly help propel themselves through the water
