Bulma only dies once, when Majin Buu destroys the Earth. However, her, along with all the other Earthlings, and the Earth, are revived. She has the good fortune of not dieing again, even in GT.
No, Pokemon do not die. That is, unless you're doing a Nuzlocke challenge, in which Pokemon who faint actually do die. Since it's a player-imposed challenge, Pokemon aren't shown dying - you either have to release the Pokemon or store in a PC permanently to mark it "dead."
