After they made CGI Jabba, they realized this wouldn't work because Han walks around Jabba which is literally impossible with the tail; so George said "why doesn't Han just step on his tail?", so that was edited to solve the problem.
This is even funnier with Han's sarcasm; "Jabba, you're a wondering human being" . . . Since when is he human? lol

Sometimes the tail grows back and sometimes it doesn't, it depends how the tail got off. If the robin was ill and the illness affected the tail then the tail would grow back but if the robin got hurt or ran over and the tail swung off then the tail would not grow back.
Funnily enough, Chowder does have a tail.

Technically, no. However, if the tail drags the ground, the horse could step on it and cause pain in the dock/tail area, causing great discomfort for the horse. The horse may buck/kick/rear/etc. The horse should NOT step on it's tail when it lands. If it does, you should trim the tail a 2-3 inches to ensure he doesn't step on it again. My tip: If the horse cuts, he shouldn't be jumping over obstacles. If you mean leaping to cut the cow off, then his mane/tail shouldn't be so long(long enough to reach the feet). It may look nice, but it just isn't practical, sorry to disappoint. I personally do hunter-jumper/pleasure English.
