There were three actors who did the movements of E.T. (and one voice actor). Two of the movement-actors were little people, and one of them was a twelve-year-old who was missing his legs.
Elliot
Harrison Ford.
Lt. Dan Taylor was played by actor Gary Sinese who, thank goodness has both legs intact. To achieve the legless look for the movie the actor's legs were wrapped in blue cloth. The camera doesn't pick up that color so it looks as if the legs were just not there.
Pat Welsh did the voice of ET
It's Bruce Manlyus and he is played by Bill Campbell.
mariah bowie

Kenneth More played Douglas Bader in 'Reach for the Sky'
Harrison ford played the school principal.
(José Terrón was the actor who played Thomas 'Shorty' Larson) Whilst it is true that José Terrón played Shorty, the actor who had no legs (called "half-soldier" by Angel Eyes) was not Shorty - Shorty was Blondie's new partner who was hanged when Blondie was prevented from shooting his rope by Tuco. The name of the legless actor who played "half-soldier" remains elusive.

No, the actor who played Captain Dan, Gary Sinise's legs were "removed" through special effects.
