Not that I agree, but I think that the quote, in context, means that. Out of context it could be pointing to people not being truthful and honest to themselves. A Goethe's quote comes to mind: If God had wanted me otherwise, He would have created me otherwise. 'Honesty' means chastity - a plain girl has more chance of being chaste, than a pretty one. Therefore, if you put make-up on and flirt around (jig, amble, lisp), it may be construed as wantonness. You are on the 'pull'.
