Because she is suppose to be in mourning for her dead husband and not allowed by the standards of the day to be frolicking and having fun. The more shocking point is that she announced "oh yes I will" when Dr. Mead told Capt. Butler "she won't consider it" which was his way of not putting the burden of refusing Capt. Butler onto Scarlett.
