Yes but very few mules ovulate spontaneously and, as male mules are always sterile, a mule can only have a foal by a horse, donkey or other pure species of equid. The majority of current mule mothers had their foals after undergoing fertility treatment. Mule mares can, of course, gestate embryos for other mares and have no difficulty lactating (which is probably the origin of so many tales of "fertile mules" - mule mares, like all mares, will produce milk easily if there are foals around.
