Meowth DOES exist in Pokemon pearl, but you can only find it in the Mr.Blacklots trophy garden when you talk to him and he tells you a story about how one ran up and kissed him lol but it may take a while and i think you need to beat the elite 4 to be able to even find rare Pokemon in the trophy garden.

u get mew by going to snowpoint city then to acuity lake go around the rock thing in the middle ten times then fly to solaceyon town go to the ruins then go straight to the anchent writing click on it then fly to sand gem town go to where you find mesprite go inside the rock thing and there is mew 50% 50% percent chance its a shiny :)

You can get Meowth at the Trophy Garden as a Daily Pokémon however you need to have beaten the Elite 4 and Cynthia as well as have the National Dex in your possession.
