While on the station, astronauts communicate with each other by talking. There is air on the station, and air will support the transmission of sound waves. Just like it does here on earth. If someone is outside (on an EVA), a radio link will be used for communication with those inside, and a radio link is used between the station and ground.

They use radios because there is no air on the moon. Air is what is used to transfer sound waves. Without air, you voice would merely not be heard.
