The Earth itself is not a proactive agent, it is Earth processes that cause change. These Earth processes are driven by the heat in Earth's core and incident Solar radiation.

Processes at Earth's surface cause the weathering and breakdown of exposed rocks and the sediments which result from this get transported and deposited to form new Sedimentary rocks.

Movements of the continental plates causes rocks comprising the crust to be buried deeper, squashed and heated (sometimes to the point of melting - making new Igneous rocks) and in this new environment new minerals and fabrics form in the rocks which are now called Metamorphic rocks.

Over geologic time these processes repeat in what is called the "Rock Cycle".

yes it can- metamorphic has to change into one type of rock after it is changed from another.

What is the continuous process by which one type of rock changes into another?

The rock cycle is the process through which rocks change from one type to another. This process includes melting, metamorphism, uplift, weathering, and burial. Metamorphism is specifically the change of pre-existing rock into new rock through pressure and temperature.
