If you're a parent you influence your child's culture identity without even trying. This most commonly happens by raising the child surrounded by the customs and qualities of it's parents heritage. However, if the child has a different cultural heritage from one or both parents, this culture can be introduced as well. It's usually best to do this from a young age.

I'm not sure what you mean by "influence". Do the parents want their child to identify with a specific culture? It's also possible to raise a child to not identify with any culture. Being raised to adulthood in an extreme antisocial environment from a young age would severely hinder the child's ability to adopt a cultural identity later in life.

Not quite sure what you're asking for, but I hope this helped.

How is new zealands national identity passed on?

New Zealand does have a unique national identity because we have many things that represent us in a certain way and make us different to others e.g. Our Flag represents our place in the world, our anthem tells others who we are and half of it is in Maori, our second language. Can a non custodial parent gain custody because of the neglect of the childrens attendance in school?

Being charged with neglect means there has not yet been a final determination. If the custodial parent is found guilty of child neglect the court can terminate their custody. Child neglect is an element of child endangerment and is one of the factors a court considers to find a parent unfit. Unless the non-custodial parent has also been determined to be an unfit parent they would be the next choice to whom the court would award legal custody. The non-custodial parent should consult with an attorney who specializes in custody issues as soon as possible. The attorney can review the situation and explain the options and how to proceed.See related question.

It depends on the age of the child. If they are minors, they shouldn't have debt, as they are unable to contract. If they are over 18, the debts are not the parent's responsibility unless the parents co-signed. The estate should be set up to resolve the debts.
