There is no way to do this, mainly because no matter how tightly you screen a person, there is always something that can cause an honest person to make a mistake or use poor judgement. It is a fact of life that humans are fallible thusly not perfect. The best you can do with anybody is to raise them right and teach them right from wrong and hope they get the message clearly. This extends to everyone, not just police. You just see corruption of the police because it is paraded in front of the public's face more, if you look at the whole scheme of things, there are only a few officers out of very many that are corrupt. Being an officer myself I can tell you that most officers will do anything to do the right thing.
