You cant find it on pearl. u gotta get a manaphy off of ranger (u need a code) and you mate the manaphy with a ditto, and you will get a phione.

To get Manaphy, you have to complete the game Pokémon Ranger and transfer the Egg to Platinum. Hatch it, and there you go. Don't worry; it's not a requirement, to have Manaphy on your Pokédex, neither Phione. To get Phione, you need to put your Manaphy in the Solaceon Daycare along with a Ditto of the opposite gender. Come back in a couple of days and the lady at the desk will give you a Pokémon Egg. Keep that in your party and eventually it will hatch. Phione will be the result. But as I say, you can't get Manaphy unless you complete Pokémon Ranger and transfer the Egg and hatch it. If you have Ranger, go for it. If not, sorry, dude.
