There currently is no glitch that allows you to have every Pokemon without cheating. However, get action replay for Pokemon if you really want to cheat.

You can get more contest backgrounds in Pokemon Pearl by choosing out your 'lucky' Pokemon and going to Jubilife City, then go to the Jubilife TV Station place and drawing out your ticket daily until you get a prize.
