This question is worded oddly. The American Dream has always been something that anybody could take part in. The only way to be left out would be to choose to stay out. Any American can in some form or another seek after and attain the American Dream of a good life. It has nothing to do with being poor or rich.

More specifically, the American Dream is usually thought to be that you can rise to whatever level you are capable of rising to, without artificial impediments. This is probably not as much the case as it used to be.

The trouble is that there are a variety of regulatory difficulties in the construction of a new enterprise or corporation that tends to make it hard for a newcomer to enter the field. However, the poor but smart person can join an existing company, and rise within the ranks of that company.

In general, America still has more opportunities for those of a poor background to advance then almost any other nation.
