He consolidated the disparate regions of the empire into provinces (Satrapies), with Persian governors (Satraps). Within each Satrapy the traditional local government was retained, supervised by the Satrap who was also responsible for internal and external security and collection of taxes from the local governments.
The overall control was exercised by the king and his council, who provided support to the Satraps in problems beyond their own resources.
