In the 18th century, the idea of liberty and the ideal of democraty were popularised by French authors and spread though the educated middle class in France. The French Revolution, not without mishaps and violence, attempted to make these ideas a reality and made them progress a good deal. Universal vote (although not for women) was adopted.
During the 19th century, the definitive ousting of monarchy, the succession of new laws (freedom of expression and of the press, right of political association, to belong to trade unions) were adopted. By the end of the 19th century the French Republic was a parliamentary regime, and most of today's liberties existed.
