They didn't; they had several wars including a civil war around that time. In the French Revolution, the revolutionaries executed the King and drove most of the royal family out of France. Then came the "Terrors", in which various factions repeatedly accused each other of betraying the revolution. In many cases, the industrialists who were kicking off the industrial movement were themselves the ones denounced and either executed or forced to flee.

With the ascension of Napoleon Bonaparte, France began a series of wars to conquer Europe. By the time Napoleon had been exiled for the second time, France was exhausted and bankrupt, and England was on top of the world.
