I am not sure where the name Tom Howard came from but he was using the "Mr Howard" allias for several years before his death. I don't find any Howards in his close ancestors. In the 1880 Census he is found with his brother in Davidson Co, TN: 1880 Dist23(Clay Twp), Davidson Co, TN Ben J Woodson 40 MD MD MD farmer (Alexander Franklin "Frank" James) Fannie Woodson 27 wife MD MD MD (Anna "Annie" Ralston) Robert Woodson 2 son TN MD MD (Robert James, son of Frank) Geo D Howard 32 b-inlaw MD MD MD farmer (Jesse Woodson James, aka. Mr Howard) Josie Howard 29 s-inlaw MD MD MD (Zerelda Amanda Mimms, wife of Jesse, his 1st cousin) Charles Howard 4 nephew TN MD MD (Jesse Edward James, son of Jesse) Mary Howard 1 neice TN MD MD (Mary Susan James, dau of Jesse) The use of the allias Woodson is easier to understand. Frank & Jesse's gggmother was Elizabeth Woodson and their ggmother was named Elizabeth Woodson Mims. As mentioned above, Jesse's full name was Jesse Woodson James. By 1882 Jesse had returned to Missouri and was living in St Joseph, MO and this is when and where he died.

By "original", I'm assuming you mean Jesse Woodson James from Kearney, MO. No, he was not an actor. He was a Confederate guerilla fighter and then a bank/train robber. He doesn't seem to have ever held a "legitimate" job. Robert Ford, who shot Jesse James, did become an "actor" of sorts: he appeared in a travelling stage show that reenacted the shooting.
