The Conservative government called out the massive police and military presence and suppressed the strike. They also passed legislation making it easier to round up suspected leaders of the strike and deport anyone suspected of being a sympathiser.
When the Winnipeg police refused to sign no strike agreements, the gov fired the force and set up a new force called The Specials - a 1800-man force that beat up any suspected strikers. Newspapers were suppressed, strikers jailed, mass firings all helped end the strike.
They did end it by shooting people in the street, which is what the NWMP was designed to do but still it was a bit rough.
They sent in the Mounties.

The House of Commons can defeat a sitting government with a vote of no confidence. This is what led to the May 2011 Canadian Federal election.
